A scheduled, projected, earliest, paroled, and actual date can describe different points. In Michigan OTIS, the public field is “Earliest Release Date.” It may reflect the first date on which an eligible state prisoner can enter the release decision path. A parole profile can instead show “Date Paroled” and “Supervision Discharge Date.” A discharged profile may show “Discharge Date” and leave Earliest Release Date blank. None of those labels should be renamed or merged.

The county-jail path is different. A person held before trial has no sentence-based release schedule. The court may set or change bond, dismiss a case, issue a recognizance order, or authorize another disposition. Even then, another warrant, detainer, sobriety hold, payment validation, or receiving agency may delay community departure. A sentenced county inmate has a computed term, but the research found no public Alpena County good-time formula or weekend-release policy.

Michigan Release Date Sentence Rules

Michigan’s rule is not the federal “85 percent” shorthand. MDOC states that affected truth-in-sentencing prisoners must serve 100 percent of the judicially imposed minimum sentence before parole eligibility. The covered groups include specified assaultive offenses committed on or after December 15, 1998, and other offenses committed on or after December 15, 2000. They cannot shorten that minimum through good-time or disciplinary credits.

This is a rule about reaching eligibility. Michigan indeterminate sentences usually have a judicial minimum and a maximum. Reaching the minimum brings an eligible person within Michigan Parole Board authority, but it does not require the Board to grant parole. MCL 791.233 and 791.234 govern release prerequisites, parole eligibility, and special life-sentence procedures. The current sentence, offense date, statutory exclusions, and controlling terms must all be read before drawing a conclusion.

The Parole Board may grant, deny, or defer. A grant itself is not departure. MDOC’s process says at least 28 days is required between a release decision and physical release. The Time Computation Unit must certify dates after positive action, and the institution Records Office reverifies the date within 24 hours before release. A detainer or new adverse information can still intervene.


Alpena County Release Date Credits

Older Michigan sentences can follow legacy credit rules. MDOC policy states that a prisoner convicted of an offense committed on or after April 1, 1987 is not eligible for good-time credits. For an older eligible sentence, potential good time or disciplinary credits can affect Parole Board Jurisdiction, minimum, or maximum calculations. Loss and restoration can move a displayed date. MCL 800.33 and MCL 791.233 provide the statutory framework.

Informal arithmetic is unsafe. Before saying credits apply, identify the offense date, sentence type, controlling sentence, and correct statute. Concurrent and consecutive terms can interact. Jail credit, escape time, resentencing, parole violations, and sentence corrections can change the calculation. Subtracting a flat percentage from a maximum date does not produce a reliable Michigan release date.

County sentences need their own record. The state-prison Earliest Release Date should not be applied to a term served at Alpena County Sheriff’s Office & Jail. County release may depend on the judgment, jail credit, bond or another court order, the Sheriff’s time computation, and any other hold. Alpena County Weekend Release Dates

MDOC has a distinctive maximum-discharge rule. Policy Directive 03.01.135 defines the offender discharge date as the controlling maximum less any applicable credits or a parole discharge date set by the Board. If that discharge falls on Saturday, Sunday, or a state holiday, discharge occurs on that day. It is not advanced or delayed just to reach a workday.

This rule applies to an MDOC state-prison discharge. It must not be attributed to the Alpena County Jail. No published Alpena County weekend-release policy or county good-time formula was located.
