MI-VINE Coverage in Alpena
Michigan calls the program Michigan Victim Information and Notification Everyday, or MI-VINE. The state MI-VINE program offers custody information and alerts through VINELink and by telephone. Official materials list release, transfer, escape, court hearing, and case status or disposition among reportable events. The service is free, confidential, and available around the clock at 800-770-7657. TTY access is 866-847-1298.
Participating county jails send custody information to MI-VINE, and state-prison notifications are available as well. The research did not locate a current, authoritative county-by-county list that independently names Alpena County. Search for Alpena in the live service and confirm that a current result identifies the Sheriff’s Office or jail before stating that the agency is active. Coverage can change, and a person may be held under a different agency name.
VINE is a notification network fed by agencies. It is not the Alpena jail’s certified booking-and-release record. An event from one reporting agency also does not rule out immediate custody under MDOC, another county, the U.S. Marshals Service, the Bureau of Prisons, or ICE.

A search with no result does not prove release. Alpena participation may not be active, a name may differ, the event may not have arrived, or the person may be held in a system outside VINE. Note: Record the agency and observed time with the status because a live custody result can change after a transfer or correction.
Alpena County VINE Release Fields
The exact labels depend on the agency feed and the current VINELink interface. A participating result may show a person’s name, custody status, location or reporting agency, offender identifier, and event information. The event should be read in the scope of the agency that sent it. A “released” label does not by itself describe the legal reason, end supervision, or prove that no other hold followed.

A scheduled date should not be turned into an actual release time. For a state prisoner, MDOC OTIS may show sentence, parole, and discharge fields. For an Alpena jail detainee, the Sheriff’s release transaction is the best record of physical departure. VINE supports both searches by flagging a reported change, then pointing back to the agency that owns the underlying record.
Register Alpena VINE Release Alerts
Registration attaches an alert to a verified person or court case. Michigan materials describe phone, text, mobile app, email, and TTY channels when offered by the live record. Choose the event types and delivery methods that fit the need, then keep the contact details current. A released person may no longer be eligible for new custody-event registration because VINE is not a permanent archive.
- Find the correct person or case and confirm the agency and identifier.
- Select the notification or registration option attached to that result.
- Choose the desired release, transfer, or other offered events and each delivery channel.
- For telephone alerts, create a four-digit PIN.
- When MI-VINE calls, listen and enter the PIN followed by the pound sign. This confirms receipt and stops repeat calls for that event.
- If no PIN confirmation is received, MI-VINE may leave a message and keep calling for up to 24 hours.
- Text and email alerts do not use the telephone PIN. Update blocked-message settings and contact information as needed.

The image confirms the correct state service, while the person-specific result determines which alerts are available. If a PIN is forgotten, call 800-770-7657, press zero, and ask the operator to reset it or cancel the registration.
Michigan also permits an optional confidential account. A username, password, and verified email address or phone number can support an offender watch list and saved service resources. The account is useful when more than one delivery method is needed, but it does not change the quality of the agency data. Keep the account private. Remove an old phone number or email address at once so another person does not receive later custody notices.
Delivery settings deserve a quick test. Confirm that text short codes are not blocked, email messages are not sent to junk mail, and the mobile app can send notifications. Telephone registrants should remember that entering the four-digit PIN and pound sign acknowledges that one event. It does not cancel every future alert unless the registration itself is changed.
Alpena Victim Notification Has Two Paths
MI-VINE custody alerts and MDOC Crime Victim Services registration are related but separate. A qualifying crime victim seeking added MDOC notice about parole eligibility, hearings, decisions, transfers, and release must register with MDOC Crime Victim Services at 877-886-5401. A VINELink watch does not automatically complete that statutory registration.
This distinction matters after an Alpena County case results in a state-prison sentence. VINELink may report custody events. MDOC’s victim-services program handles the additional corrections notices available to eligible registered victims. Keep each registration current and use the responsible program’s support line for delivery trouble. Do not assume that one channel enrolled the other.
Michigan’s Public Sex Offender Registry is separate again. It can show some people required to register in the community, and it offers registry-change tracking. It is not a release list, does not prove parole or probation, and does not replace a VINE custody alert or Sheriff release record.
Alpena VINE Release Check Limits
VINE does not cover Bureau of Prisons or ICE custody as their public locator. It is also not a U.S. Marshals Service roster. A person absent from VINELink may still be held by Alpena, another county, MDOC, federal authorities, or immigration authorities. The correct follow-up depends on a documented custody path, not on a name, birthplace, or guess.

Notifications can be late, corrected, or affected by contact settings. VINE itself warns users not to rely on the service alone. An urgent safety issue belongs with emergency services and the appropriate victim-service or law-enforcement office. A court deadline or exact records question requires the official court or custodian’s record.
Confirm Alpena Release Across Systems
For an Alpena County jail event, call Corrections at 989-354-9830, option 4, or submit a focused county records request. Ask for the booking and release transaction showing the actual date, time, code or reason, and receiving agency when transferred. MiCOURT can supply the order or disposition that led to the event, though a docket date may differ from physical departure.
For state custody, search MDOC OTIS. A parole status means the person is out of prison but remains supervised. A discharged status means MDOC-tracked supervision ended. OTIS does not archive a same-day bond release from the Alpena jail. For federal Bureau custody, use the BOP locator. Follow ICE only after a release record or other reliable source indicates an immigration transfer.
OTIS itself has limits. It includes people currently supervised by MDOC and many people discharged within three years of the supervision discharge date. It excludes county-jail detainees and jail-only sentences. A person who bonded out of Alpena County Jail without entering MDOC jurisdiction should not be expected there. When OTIS no longer returns an older state record, the court file and MDOC public-information process are the more durable routes.
A county release form also resolves a question that VINE may leave open.
